Biography

Dr Tomilola Akanle Eni-ibukun is a Lecturer in Energy and Environmental Law. Her research examines the role of law in responding to climate change and governing the transition to low-carbon energy systems. Her principal areas of expertise include international and comparative climate change law, carbon markets, climate justice, sustainable energy and the environmental impacts of the energy transition. Her research also engages with broader questions of international environmental governance, including implementation of international environmental obligations, environmental enforcement, environmental litigation, and sustainable chemicals management.

In addition, Tomilola’s research examines the environmental integrity and justice implications of carbon markets. Her previous work considered these issues in relation to the Kyoto Protocol’s Clean Development Mechanism, while her more recent research focuses on the Paris Agreement’s market mechanisms and their implications for developing countries.

Her current research also extends beyond carbon mitigation to examine the wider environmental and justice implications of the energy transition. This includes research on how legal frameworks can ensure that the extraction of minerals and other activities required for low-carbon development do not result in “problem shifting” - creating new forms of environmental harm or transferring environmental burdens to vulnerable states and communities.

Alongside her academic work, Tomilola has extensive experience of international environmental negotiations. For almost 20 years, she has been reporting on and analysing United Nations negotiations as a Team Leader with the International Institute for Sustainable Development’s . This work informs her research by providing insight into how international environmental rules are negotiated, interpreted and implemented in practice.
